How do I prevent users from accessing classified data from two isolated datasets?

Large institutions cannot trust large groups of users with sensitive data. It is a matter of time until sensitive data gets leaked, resulting in fatal outcomes for the institution.

Projects often should not allow user access to other data sets except their current work projects.

Projects allow separation between tasks, restricting users to combine data sets.

Example:

Suppose you have 60 projects with federal data and state data and 40 levels of data management.
